Extraordinary how many people claim to understand how STV works, when even the egg-heads from Otago University, Professors Geddis and Hayward can't agree on how to vote against somebody. Geddis says give your most unwanted candidate the highest number [worst] preference, while Hayward says leave the box blank. DCC uses a 'modified' STV system, a computer program modified by a couple of boffins from Internal Affairs over a decade ago who have since moved on but have left us with a system that includes arbitrary thresholds for iterations and that gives excessive weight to the second preference votes of those voting for low-polling candidates in the interests of 'diversity', as opposed to the Democracy of first preferences.
Well I won't claim that - but what I do know the system is too cumbersome - it discourages people from voting - probably contributing to the low turnout
